The Office of Adult Education (OAE) is accepting applications from eligible applicants to develop, implement, and improve adult education and literacy activities across the 120 counties within the state by establishing and/or operating programs to provide a comprehensive service model for adult education and literacy services, including programs that provide such activities concurrently. This funding is made available through the Workforce Innovation Opportunity Act (WIOA), Title II, Adult Education and Family Literacy Act (AEFLA).
Please see the tentative timeline below which addresses all the pertinent requirements and actions and associated due dates. Please note that the due dates are no later than dates and actions may be completed prior to the annotated date:

All organizations/applicants deemed “ineligible” to apply for AEFLA, Title II, WIOA Funding in Kentucky for the 2022-2025 RFA Competitive Cycle due to the failure to demonstrate effectiveness for the Reporting Periods annotated on page 12 of the RFA Guidelines will be notified in writing by the Executive Director, Office of Adult Education, no later than 5 p.m. on Friday, 25 March 2022.
All other organizations/applicants will move forward into the Evaluation of Eligible Applicants Phase.
Request for Application Guidelines
APPEALS PROCESS
Applicants may appeal the Office of Adult Education (OAE), Education and Workforce Development Cabinet (EWDC)’s award decision by submitting an official request for a hearing to include a written statement outlining the reason/argument for the appeal no later than 5 pm on 29 April 2022.
This request should be sent to the official RFA 2022-2025 email mailbox address per the Submission Guidelines. After receipt of an appeals request, a hearing will be scheduled to review the applicant’s argument and the award decision dependent upon accommodation of the schedules of OAE, EWDC personnel involved in the appeals hearing within 10 business days. The OAE will issue a written ruling, including findings of facts and reasons for the ruling no later than 10 business days after the hearing. Based on the ruling of the appeals hearing, the possibility exists that an award decision could change. Applicants who may be impacted by the change of an award decision will be notified by the OAE.
Applicants may request to view their applicant scores and associated general comments. This request should be sent to the official RFA 2022-2025 email mailbox address per the Submission Guidelines. Based on the request, the OAE will provide the applicant with their application scores and general comments with reviewer information redacted.

Risk Assessment RFA 2022
All Applicants must complete and submit the Risk Assessment Form. Risk Assessment Forms can be submitted as a separate document after the official DUE Date (18 March 2022) of completed applications. OAE encourages all applicants to submit the Risk Assessment Form No Later Than 25 March 2022. Applicants are advised that completed Applications are DUE on 18 March 2022 and that the Risk Assessment Form is a separate submission.
